Construction Trades Workforce Initiative (CTWI) is the East Bay Building Trades non-profit workforce development organization, representing Alameda, Contra Costa, and Napa-Solano Building Trades Councils. CTWI oversees a network of 14 MC3 pre-apprenticeship programs that prepare disadvantaged communities to enter the high road union construction trades industry, specifically communities of color, the formerly incarcerated, youth, women, veterans, residents of low-income communities, etc.
CTWI educates and advocates for high road policy, including labor standards in publicly-funded decarb programs. CTWI is a co-leader of the Bay Area High Roads Training Partnership (HRTP) which focuses on providing the venue for stakeholder discussions on how to transform the residential retrofit market from low road to high road. CTWI is currently working with several public agencies and municipalities to provide technical assistance on how to develop high road direct install programs for residential decarbonization.
