Description

The Federal Highway Administration (FHWA) is inviting applications for the competitive Advanced Transportation Technologies and Infrastructure Investments for Novel Advancements (ATTAIN) Program. This program allocates up to $120 million (with $60 million for FY 2023 and an additional $60 million for FY 2024) for grants that support the deployment, installation, and operation of advanced transportation technologies. The overarching goal is to enhance safety, mobility, efficiency, and intermodal connectivity while optimizing infrastructure return on investment.


Through the ATTAIN Program, FHWA aims to incentivize innovative transportation solutions that address critical challenges. The funded model deployments are anticipated to yield various benefits, including a reduction in traffic-related fatalities and injuries, alleviation of traffic congestion, improved travel time reliability, decreased transportation-related emissions, and enhanced multimodal system performance. Additionally, the program seeks to improve access to transportation alternatives, particularly for underserved populations, and promote the integration of payment systems.


The selected projects will contribute to public access to real-time integrated traffic, transit, and multimodal transportation information, empowering individuals to make informed travel decisions. Furthermore, the program aims to generate cost savings for transportation agencies, businesses, and the traveling public, fostering efficiency and sustainability in the transportation sector.


Notably, the ATTAIN Program serves as a platform for deploying advanced technologies, providing Congress and FHWA with valuable real-life data and feedback. This information will play a crucial role in shaping future decision-making processes related to transportation policies and advancements.


The program has allocated up to $2 million annually for FHWA administrative expenses, with the remaining funds available for project awards. For FY 2023, the amount available for award is up to $52,680,000 (prior to the administrative expenses set-aside), and the amount for FY 2024 will be determined upon the enactment of the FY 2024 annual appropriations act. The program encourages entities to submit innovative proposals that contribute to the advancement of transportation technologies and infrastructure, aligning with the program's objectives and the broader goals of enhancing the nation's transportation system.
