The National Oceanic and Atmospheric Administration (NOAA), a part of the Department of Commerce (DOC), is calling on small businesses to submit research proposals in various areas outlined in Section 9.0 of this announcement. We're seeking firms with the capability to conduct research and development (R&D) and commercialize the outcomes. The Small Business Innovation Research (SBIR) Program, established in 1982 and extended through 2025, is a vital initiative to stimulate innovation in the private sector and strengthen the role of small businesses in meeting federal R&D needs.
For the fiscal year 2024, we're accepting Phase I applications, and only previous year's Phase I awardees are eligible for Phase II submissions. It's important to note that the SBIR program is distinct from existing unsolicited proposal mechanisms, and unsolicited proposals are not accepted under SBIR.
Federal agencies with an extramural budget for research and development exceeding $100,000,000 are mandated to participate in the SBIR program. The program aims to allocate a minimum percentage of its budget to small business concerns (SBCs) for R&D, promoting technological innovation, supporting small businesses, and encouraging diversity in the scientific research workforce.
Encouraging diversity and inclusion is a priority for NOAA and aligns with broader legislative interests, as highlighted in the American Innovation and Competitiveness Act of 2017. This commitment extends to fostering the participation of socially and economically disadvantaged individuals and women-owned small businesses in the SBIR program to enhance its overall success.
