The Food Production Investment Program (FPIP) addresses the challenges of energy-intensive and carbon-intensive food manufacturing in California, offering a significant opportunity for industrial decarbonization and electrification. Traditionally, food processing and production have been costlier in the state compared to other regions, potentially impacting competitiveness. The FPIP, established in 2018 with funding from Assembly Bill (AB) 109 and Senate Bill (SB) 856, received additional support from AB 209 in 2022. Leveraging Greenhouse Gas Reduction Funds (GGRF) from the California Climate Investment Program (CCI) and General Fund resources, the program focuses on reducing GHG emissions, minimizing energy consumption, and ensuring grid reliability.
The primary objectives of the FPIP are to expedite the adoption of advanced energy-efficient, decarbonization, and renewable energy technologies within California's food processing industries. This Grant Funding Opportunity (GFO) aims to fund technologies that enhance energy efficiency, decarbonization, and renewable energy adoption, thereby lowering operational costs and GHG emissions associated with food production. Open to all California food processors and related support facilities, funded projects must contribute to electrical grid reliability and align with the goals of AB 32 and SB 32.
FPIP seeks to assist California food producers in achieving the following outcomes:
1. Energy Efficiency: Facilitate the adoption of commercially available and emerging energy-efficient equipment upgrades, seamlessly integrated into existing processes, to achieve greater GHG emission and energy reductions than current industry standards.
2. Grid Reliability: Support the adoption of commercially available and emerging technologies essential for ensuring grid reliability, particularly during net peak periods.

The evaluation process, outlined in Section IV, emphasizes distinct project applications for multiple submissions, avoiding overlap in the Scope of Work. This funding opportunity aligns with California's commitment to sustainable food production, offering a pathway for enhanced competitiveness, reduced emissions, and strengthened grid reliability in the state's vital food manufacturing sector.
